Online casino gaming has only been legalized in NJ as it stands right now. Other states are considering legislation but, to date, the only state that allows online casinos is NJ.

There is also federal law to consider (the wire act) which would make CET in violation if they took bets from a state where online gaming is illegal. (I've had conversations with some very smart people in the past who suggest that, due to the way the Internet works, there's a possibility they run afoul of the wire act even taking bets in NJ, but that's a much different, and much more complicated topic.)

Online gambling via Caesars is only legal within New Jersey boundaries. You have to be connected while in New Jersey to redeem it.

    Nick beat me to it.

Looking at This Article it appears that WV has only legalized in-person bets on sports at brick and mortar casinos, with no current ruling on on-line sports betting.

So, IF they legalize online casino gambling I wouldn't hold my breath waiting for it. Probably be a while.

I could spend hours talking about this, but the short version is that online gaming is a very complicated area that's very much in-flux from a legal perspective. The overarching framework is driven by the Wire Act, which was passed in 1961 and thus predates the internet, but is still controlling. In addition to being outdated on a technological level, it's also not well-written. There are various DOJ opinions on its implementation as well as ongoing litigation.

Bottom line, any big company is being fairly conservative for now.
